The draft is more stringent than the existing EU regulations, with the aim of strengthening waste management (including the collection, removal and disposal of discarded furniture), which includes the principles of Extended Producer Responsibilities (EPR) for the prevention and management of end-of-life furniture. “Markers†(the term includes producers and importers) must arrange for the collection, removal and disposal of furniture at the end of its life cycle. Moreover, vendors must take precautions to reduce the amount and hazard of discarded furniture and maintain the possibility of re-use. Before 2015, abandoned household furniture must be re-used and recycled at 45%, and abandoned work furniture must reach 75%. The collection and processing of furniture (free of charge by the user) can be carried out by the seller himself or by signing up to participate in a recognized plan for the recycling organization. In any case, for the waste furniture to be cleaned, the latter’s charge must not exceed 5 euros per ton. The draft decree imposes strict penalties on sellers who violate the rules. If you do not participate in recycling organizations and do not arrange waste collection and management, individuals will be penalized for 750 euros for each ton of waste to be collected, and the legal entity will be punished for 3,750 euros.
The draft decree imposes higher mandatory requirements on producers and importers for the recycling process of discarded furniture. The inspection and quarantine department recommends relevant export enterprises: to establish environmental awareness, promote resource recycling, and fully consider product recyclability in production design. And re-use; to optimize the use of resources, more economical and beautiful new materials, improve product quality, extend the service life; to actively communicate with the importers, recycling organizations and other stakeholders, establish a sound recycling system, improve product recycling Convenience and recycling, reduce the possibility of violations of furniture products in the recycling process, and improve the competitiveness of their products.
