New Thoughts on Paper Packaging in the Twelfth Five-Year Plan: Learning Premier Wen Jiabao's "Government Work Report"

There are two prerequisites for realizing the new goals of the country in the next five years in terms of the transformation of quality and efficiency: First, accelerate the transformation of economic development methods and speed up the implementation of economic restructuring; second, change from the pursuit of quantity and speed in the past to quality and efficiency. How to change China's paper packaging development mode, how to adjust the corporate structure, that is, the past from the pursuit of quantitative and development speed to quality and efficiency. There must be a clear answer, not empty or vague.

The author believes that according to the problems existing in the actual situation of China's paper packaging, the first is to change the industry's serious excess, resolutely eliminate backward industries, boldly take measures to shut down, stop, move, and transfer. It is to eliminate the excessive, too small, over-used SMEs, emancipate the labor force, remove the major obstacles to the modernization of paper packaging. This problem has actually become the consensus of the industry, that is, there is no action of the authority, and the paper packaging industry associations and enterprises have no right to move. If this situation does not change, if it continues for a long time, it will only be able to fend for itself in the market competition. This is not in line with the spirit of the “Twelfth Five-Year Plan” and delays the modernization of paper packaging. Second, the excessive processing of cartons is now unreasonable. The secondary processing is transformed into one-time processing that guarantees quality and efficiency. The basic reason for investigating the excessive, scattered, and backwardness of the small and medium-sized carton factories is to spread the influence of the specialization of “centralized system manufacturing and decentralized system manufacturing” in the corrugated board production line. The professional division of labor is correct and scientific. All developed countries have taken specialized division of labor. The problem is that the proportion of specialized division of labor is unreasonable and unscientific.

In order to ensure the quality and rationalization of the division of labor, the ratio of cardboard cartons produced by tile line companies to directly supply users is 70%, and the proportion of cardboard supply to users of small and medium-sized enterprises processing cardboard boxes should be about 30%. In addition, the equipment requirements for small and medium-sized enterprises in post-processing cartons should be configured in the same way as those in tile companies. Now, the proportion of our labor division is down to 37, which has caused small companies to flood. The author believes that this responsibility lies with tile line companies. In order to unilaterally pursue output value, it is easy to cope. Paper packaging in the coastal provinces and cities of China, there are a lot of tile companies, professional full-service cardboard to SMEs. In the future, the scientific development of paper packaging in China must change the proportion of specialized labor division.

Businesses are under pressure from wage increases and labor difficulties. In order to survive, enterprises must redouble their efforts to reform and innovate, change the mode of development, adjust the industrial structure, strengthen management, and closely follow the national economic development plan.
