**Promoting Independent Innovation and Technology to Support the Development of Sports and Fitness**

The Ministry of Science and Technology has been actively working to support the development of a well-off society and a strong sports nation. In collaboration with the State Sports General Administration, it has focused on enhancing scientific and technological support across three key areas: competitive sports, mass sports, and the sports industry. This effort aims to foster independent innovation, strengthen scientific capabilities, and promote the application of sports science and technology achievements.
During the 11th Five-Year Plan period, the Ministry initiated key technology research projects aimed at breakthroughs in China's competitive sports advantage programs. It also supported the development of critical technologies for China’s Winter Olympic projects, preparing for the 2014 Sochi Winter Olympics by providing essential technical support.
In addition, the Ministry has always emphasized the importance of scientific and technological support for the "National Fitness Program." It has continuously worked to improve public health and build a comprehensive national fitness service system. In 2012, under the Twelfth Five-Year National Science and Technology Support Program, the Ministry organized research and application projects focusing on key technologies for promoting physical fitness and the scientific fitness expert guidance system. These efforts involved 14 research institutes and universities specializing in sports science and medicine, laying the foundation for large-scale implementation in 2014 and the launch of a scientific fitness program.
A key project included the development of a scientific fitness guidance model based on a cloud computing platform, integrating companies, communities, and schools. This initiative helped establish an efficient and accessible system for physical health management.
The Ministry also supported the formation of new strategic alliances for fitness equipment industry innovation, led by Taishan Sports Industry Group Corporation, and another alliance focused on public sports facilities, led by the China Federation of Sporting Goods Industry. Both were included in the national industrial technology innovation strategy pilot program. These alliances aim to drive technological advancements in materials, product functions, and industrialization of sports equipment and facilities.
In 2014, the State Council issued “Some Opinions on Accelerating the Development of the Sports Industry and Promoting Sports Consumption.†In response, the Ministry of Science and Technology, together with the General Administration of Sport, conducted discussions on the current status and future needs of key technologies in sports services and manufacturing. They aligned tasks and developed a plan for implementation.
Looking ahead, in 2015, the Ministry will continue to enhance cooperation with the General Administration of Sports and other relevant departments. Together, they will conduct a special strategic study to identify major scientific and technological needs in competitive sports, national fitness, and the sports industry during the 13th Five-Year Plan period. The Ministry will incorporate sports-related services, supplies, and supporting technologies into high-tech fields supported by the state. It will also implement reforms in national science and technology planning, coordinate various scientific and technological programs, and support qualified sports companies and research institutions in undertaking sports research projects.
Furthermore, the Ministry will continue to manage and promote existing sports science and technology projects, ensuring that the benefits of these innovations reach the public and contribute to the overall health and well-being of the population.
