The strictest environmental standards will be shuffled in July when the furniture manufacturing industry

Waterborne coatings are more environmentally friendly than traditional paints, and when combined with comprehensive pollution control measures, they can effectively meet emission standards. Recently, Beijing introduced five local air pollution emission standards, including the "Emission Standard for Air Pollutants in the Wood Furniture Manufacturing Industry," which is regarded as the most stringent environmental regulation in the furniture sector. This standard not only sets strict limits on pollutant concentrations during the production process but also covers aspects such as coating properties, material usage, production environment, and equipment specifications. With the implementation of this standard, the furniture manufacturing industry is undergoing a significant transformation. The new standard, officially implemented in July, addresses the release of volatile organic compounds (VOCs) from coatings, adhesives, and other materials during spraying, grinding, and other processes. These emissions can include benzene, particulate matter, and non-methane total hydrocarbons. The "Airborne Pollutant Emission Standard for Wood Furniture Manufacturing" (DB111202-2015), released on June 1, aims to control these VOC emissions. According to He Fazhen, vice president of the Beijing Furniture Industry Association, one key objective of the new standard is to encourage manufacturers to adopt water-based coatings. Data from the China National Coatings Industry Association shows that the paint industry emits about 4.3 million tons of VOCs annually, with oil-based paints accounting for 98% and water-based paints just 2%. He Fazhen emphasized that, starting from January 1, 2017, companies must use water-based coatings along with advanced treatment methods to meet the new emission limits. Furniture manufacturers now face a critical decision: either transition to water-based coatings or risk being left behind. Switching to water-based paints requires changes in the production line, increased costs, and adjustments in temperature, humidity, and drying times. Additionally, the color consistency of water-based paints may conflict with natural wood tones, leading to product line modifications. Experts note that while water-based paints emit about 1/10 of the VOCs compared to oil-based paints, their higher technological demands and costs have hindered widespread adoption. Currently, less than 15% of furniture manufacturers in China use water-based coatings. The new standard introduces stricter requirements, including specific emission limits for benzene, benzene series, non-methane total hydrocarbons, and particulate matter, divided into two time periods. The second period, effective from 2017, has significantly tighter limits—up to 30 times stricter for some pollutants compared to previous standards. The new regulations also expand monitoring points beyond exhaust pipes to include plant boundaries, open painting areas, and closed coating zones. This means companies must improve their production processes and upgrade equipment to meet the new requirements. As a result, many small businesses may struggle to keep up with rising costs and lack of competitive advantages, leading to industry consolidation. He Hongyi, general manager of Beijing Baiqiang New Home Trading Co., Ltd., noted that transitioning to water-based coatings involves substantial investment in both materials and equipment. While top manufacturers have already adapted, smaller firms may find it difficult to survive. This shift represents a natural evolution toward cleaner, more sustainable practices in the furniture industry. With the implementation of these strict standards, Beijing aims to improve air quality and promote industrial upgrading. The new "Clean Production Evaluation Index System for the Furniture Industry" will further guide companies toward greener operations.
