Reflections on the Development of China's Paper Industry in the New Century

After the twentieth century passed, China has successfully completed the national "Ninth Five-Year Plan" and achieved the first two-step strategic goal of modernization. The "Ninth Five-Year Plan" is an important period for the structural adjustment of China's paper industry. After various efforts to overcome various difficulties, the completion of the "Ninth Five-Year Plan" for papermaking industry in China is also very good. Production maintained a modest growth, initial results were achieved in structural adjustments, investment in fixed assets increased substantially, and there was some progress in pollution prevention and control. In 2000, the country’s paper and board production continued to grow, still ranking third in the world. Social consumption is also increasing and it continues to be the second largest consumer nation in the world. Many emerging and well-known paper companies stood out from the crowd and achieved encouraging results. Some large modern paper machines, board machines and modern international advanced pulp and paper equipment and production lines were commissioned and put into operation. The operation was in good condition. Greatly improved the level of equipment in China's paper industry, and accelerated the pace of modernization of China's paper industry. Scientific and technological research projects have achieved excellent results. Technological progress and innovation have driven the quality, grade and variety of products to a new level. Improvements in business mechanisms, systems, ideas, and business management improvements have resulted in significant improvements in economic efficiency. In particular, the import volume of paper and paperboard in 2000 decreased by 8.45% compared with 1999, and the export volume increased by 162.4%. This is a good news that has not been seen for many years. In the past two years, the state has given priority to supporting some paper-making enterprises, giving preferential policies to the “Dual Plus Project” project, the “Double Excellence and High” project, and the discounted loan program of national government bonds, making the company’s technological transformation projects proceed smoothly and achieving remarkable results. Some paper-making enterprises through the country's policy of "debt-equity swap" support, get rid of heavy debt burden, get rid of the predicament. There are also many paper-making companies that have raised large amounts of capital after listing, which has enabled the company's production development, transformation, and expansion of production scale to be funded. What is particularly gratifying is that private capital in the community has started to flood the paper industry, injecting vitality into our papermaking industry, which has greatly promoted the accelerated development of China's paper industry.
However, the contradiction between China's papermaking production and social consumer demand imbalances has become increasingly prominent. Not only has there been a shortage of total market supply, but the effective demand for structural products has also been insufficient. In particular, the import volume of wood pulp has increased substantially year by year. The progress of industrial restructuring has been slow, and many contradictions and problems have not been resolved effectively. The overall quality and level of the entire industry are very different from those in foreign countries. The survival and development of many papermaking companies are still in difficulties. In addition, due to the impact of the international pulp and paper market in the past two years, the domestic market price of pulp has fluctuate, and paper prices have also fluctuate greatly. Many companies have difficulty selling their products, and even some joint venture products have a backlog of products. Some papermaking companies still face serious environmental pollution problems and have a very bad social impact.
At present, we have stepped into the new century. At the moment when the country’s economic modernization construction enters its third strategic goal, the next decade will be an extremely important period for China’s social and economic development. The Outline of the National Development Plan for the 10th Five-Year Plan, which has just been passed, proposes that the economic structure should be further adjusted and that industry should speed up optimization, upgrading, reorganization and transformation. This has also pointed out the direction for the future development of the paper industry. How the national paper industry seizes the opportunities in the future development, seizes the opportunities, and moves forward better is an important issue that is urgently needed for us to seriously study and think.
During the "Tenth Five-Year Plan" period, the overall goal of China's national economic development is rapid development. Therefore, the development of China's paper industry must be commensurate with it. With the progress of society and the increase of people's consumption, the market demand for paper is also showing a significant increase. Relevant parties predict that China’s paper and paperboard social consumption will reach 50 million tons in 2005 and 80 million tons in 2015. The data indicates that the paper industry in China will have very broad development space and huge potential. Therefore, the paper industry in China will be the 21st century. A promising "sunrise industry."
In the face of the general trend of economic globalization and the new situation in which China is about to enter the WTO, in order to make China's paper industry continue to develop in a sustained, healthy, and rapid manner in order to adapt to changes in the economic environment, I hereby put forward my personal opinions and opinions.
(1) Focusing on Protecting Resources and Protecting the Environment Two major themes The paper industry is an industry that has a close relationship with resources and the environment. The paper industry is a large water user, and China is one of the countries with severe water shortage in the world, and its water resources are relatively poor. Therefore, paper makers must first pay special attention to saving production water. Especially for those paper mills that use precious groundwater resources in large quantities, the water consumption per ton of paper in our country's paper mills is currently over 100 M3, and the total water consumption per ton of pulp and paper is more than 300 M3, but the water consumption per ton of paper in general is only 10-20 M3. Even if it is less than 10 M3 and the world level of comprehensive water consumption per ton of pulp and paper is 35-50 M3, we can see that there is great potential for water conservation.
For a long time, China's papermaking industry not only has a large amount of water for production, but a large amount of production waste water is not well recycled and effectively managed and discharged arbitrarily, which in turn causes serious pollution to the environment. Although improvements have been made in recent years, it is still quite serious. In the 1960s, the environmental pollution caused by some overseas papermaking countries was also very serious. However, since the late 1960s, their environmental protection technologies have progressed rapidly and have been well resolved today, and clean production has been achieved. The foreign papermaking industry, on the one hand, has a small amount of water for production, and on the other hand, it uses wood as raw material for pulping. Waste liquid recovery and treatment technologies are very mature and no longer cause greater harm to the society.
To protect resources and protect the environment, we must also pay full attention to the use of waste paper resources, that is, the use of secondary fiber raw materials for papermaking. The use of waste paper resources as raw materials for papermaking can, on the one hand, reduce pollution to the environment and reduce damage to the ecological environment. On the other hand, it can save a large amount of plant raw materials, energy and reduce costs. Nowadays, the application technology of waste paper making has become more and more mature. It can be used to produce various types of different grades of paper. Countries in the world and even the United States and Canada are rich in forest resources. Countries with large amounts of waste paper exports have vigorously promoted the use of waste paper for papermaking. Many countries have established stringent waste paper quality classification standards and have formulated relevant laws for recycling. The regulations force papermaking companies to use a certain percentage of waste paper raw materials as a sustainable environmental protection measure for the paper industry. At present, China's paper industry has begun to attach importance to the use of domestic and foreign waste paper resources, but compared with other countries in the world, China's waste paper utilization rate is still very low, so it should be an important work for the paper industry.
(II) Accelerating the pace of industrial restructuring and industrial upgrading Facing the current situation and problems of China's papermaking industry, accelerating the overall adjustment of industrial structure and industrial upgrading, and striving to narrow the gap with foreign countries, is a continuous, healthy and rapid development of China's paper industry. Important measures. Relevant departments have formulated overall plans and ideas, and have put forward clear objectives, measures and corresponding policy recommendations for the structural adjustment of raw materials for paper industry in China, adjustment of product structure, adjustment of enterprise scale structure, and strengthening of environmental protection and pollution control. Among them, the adjustment of raw material structure should be the most important issue, and it is also the most important issue for the early revitalization of China's paper industry. The State Council approved the “Some Opinions on Accelerating the Construction of Papermaking Industry Raw Material Forest Base” jointly issued by the State Development Planning Commission, the Ministry of Finance, and the State Forestry Administration. It has been formally introduced to solve the supply of paper and wood raw materials to promote the paper industry to adjust the structure of raw materials. The overall adjustment and upgrading of the structure and the promotion of the integration of forestry and paper are an important policy. It will fundamentally change the raw material structure of China's paper industry and the entire appearance of China's paper industry. It is a major development of China's paper industry in the new century. decision making.
China's paper industry enterprises are all small in size, with poor scale efficiency and weak competitiveness. This status quo is difficult to participate in the fierce competition in the future market. Therefore, improving the scale and strength of enterprises is an important goal of China's paper industry restructuring. To build a “combined fleet” with a number of large-scale enterprises and enterprise groups as the main body, it is imperative to establish a modern paper-making enterprise with competitiveness and scale advantages in China.
(III) Improving the quality and competitiveness of papermaking enterprises The vast majority of papermaking enterprises in China have a weak foundation and are lagging far behind developed countries in terms of resources, financial resources, talents, technology, management, production efficiency, industrial structure, and modernization level. . With the globalization of the economy, the internationalization of the domestic market, and China’s imminent accession to the WTO, domestic and foreign market competition will further intensify. Every papermaking company will suffer heavy pressure and severe challenges. To do this, we must make preparations and carefully study the countermeasures. I believe that every company should conduct a strategic study of the future development of the company. We need to face the reality, be market-oriented, carefully study the market, understand the market, and analyze the market. Further deepen reforms and speed up the conversion of mechanisms, systems, and ideas. We must take efficiency as the center, innovate the system, give full play to our own strengths, and make every effort to avoid weaknesses. Accelerate scientific and technological innovation, eliminate backward production capacity, speed up technological upgrading, strive to improve product quality, and develop products that meet the market demand for high-tech and high-value-added products. Strengthen the internal management of enterprises, reduce costs, in order to increase market competitiveness. Qualified enterprises must seize the opportunity of development, make full use of the policy of reform and opening up, implement strategic corporate reorganization, optimize organizational structure, and constantly improve their own methods through reform, transformation, mergers, alliances, reorganizations, joint ventures, and listings. Scale, strength, and the formation of strong industrial groups to increase their competitiveness in domestic and international markets.
(IV) Implementation of the necessary construction funds for solving the development of papermaking Papermaking industry is a capital-intensive industry. The fixed-asset value of 100 yuan is equivalent to petroleum, chemical, and metallurgical industries. In order to develop, there must be financial support. There have been many companies that have insufficient funds and poor fundraising capabilities. They cannot make technological innovations and make enterprises in trouble. Therefore, the shortage of funds is the key to restricting the development of China's paper industry. The relevant department estimates show that according to the market consumption demand, it is necessary to invest about 500 billion yuan by 2015. How to solve such a huge amount of money? It is a big issue that we must seriously consider in the future development of the paper industry. If the construction funds cannot be resolved, the paper development plan will be empty talk. Of course, it is impossible to rely entirely on state investment as in the past. It's not easy to go to a bank loan and go to a bank. Even if the bank gives a loan, the company has to carry a huge debt burden. This road is not necessarily going to work. Under the current circumstances, it is necessary to raise funds through multiple channels, including vigorously introducing foreign capital, striving to expand the use of private capital, and taking the path of integration of production, finance, market financing, and international financing. Now, direct financing for the capital market has become the main financing method that companies can choose. The way in which leading companies are listed for raising funds is also effective. We should endeavor to diversify the investment body, diversify the capital structure, and use multiple sources of funds. By adjusting the investment structure of the paper industry, we need to resolve the shortage of funds in the paper industry as soon as possible. The development of the paper industry is also related to the overall economic growth. I think the country should also consider increasing the necessary investment in the papermaking industry, formulating preferential policies, or using certain funds as papermaking development funds, and using special funds for some major projects, or include the paper industry into the scope of national policy loans, Priority support. In short, raising funds for papermaking development and construction is a major event. It still needs the strong support of the state. If there is no direct state guidance, planning, and helping arrangements, there will be great difficulties. It will also make China's paper industry lose important development opportunities.
The future development of China's paper industry is a long and heavy task. At the beginning of the new century, facing opportunities and challenges, let us seize the opportunity and seize the opportunities and work together. (China Papermaking Society Hu Zongyuan)
